Chris Daniels of KING 5 says King County Executive Dow Constantine and Seattle Mayor Mike McGinn will announce during a press conference Wednesday that they have reached a memorandum of understanding, a legally binding document that, if approved, would give investor Chris Hansen the go-ahead to begin preliminary work on a new arena in the SoDo area.
