About 40 percent of the commercial divers in the United States are trained in Seattle. They're generally young men, or military veterans, who might not realize they are entering one of the most unregulated industries in the country. Seattle resident Peter Pilkington, lost his house, his business, his marriage and about a million dollars in proving his son wasn't responsible for his own death in an oil-rig diving accident. But 17 years later the U.S. Coast Guard still has not adopted safety recommendations for the commercial diving industry.
